| Joe Mantegna is Dr. John NoveIIi, overworked in the under-staffed and under-financed emergency room of the East End Medical Center. Novelli is up against a crumbling hospitaI system, a system that can't afford the equipment or manpower it needs for the endless stream of emergencies a doctor faces.
