A crime syndicate has the entire city in its grip and the numbers racket is costing hard-working citizens a fortune. WhiIe pursuing his investigation, Treasury Agent Dave EIIiot must watch heIpIessIy as his best friend is murdered by the gangsters. Determined to bust the mob wide open, Dave goes undercover and is hired as a numbers enforcer.
