The British Empire still rules the modern world. America never became the United States. And beneath the appearance of imperial stability, something is beginning to move.

Simon Hale has built a quiet life in Japan.

A respected British diplomat with a Japanese wife, a young son, and another child on the way, Simon believes the Empire has survived because it knows how to adapt. Then an unexplained order arrives from London.

He has twelve hours to leave Japan.

While Simon is carried towards Westminster, Admiral Edward Halstead watches another kind of movement from the command of the Imperial Second Fleet in Hong Kong. Chinese naval activity is drawing closer attention. British and Japanese forces are tightening their coordination. Across another ocean, instability threatens one of the Empire's most important trade routes.

And in Philadelphia, colonial administrator Charlotte Mercer notices something equally unsettling.

London is asking more questions about America.

Encrypted communications are increasing. Government offices are growing restless. And a message hidden among the ordinary correspondence suggests that others have noticed the change as well.

The Empire remains the most powerful political and military system on Earth. Its fleets dominate the oceans, its institutions reach across continents, and the American territories form its technological and industrial heart.

Yet power does not always recognise change before change reaches it.

Instruments of Authority opens The Measure of Empire, a modern alternate-history political saga of imperial power, geopolitical rivalry, military command, divided loyalties, and the quiet decisions that begin reshaping history.
