The fight against terrorism faces a number of other specific challenges. Firstly, governments must try to identify and take into account all types of aggression against them. While terrorists today still resort to "conventional" actions (attacks, assassinations, hostage-taking), terrorism is likely to evolve towards other forms of violence, such as chemical or bacteriological terrorism, causing mass destruction; however, only very rare cases have been recorded up to the beginning of the 21st century, such as the poisoning of the Tokyo subway system with sarin gas in 1995 or the contamination of couriers with anthrax in the United States in the autumn of 2001. Experts also point to the possible future threat posed by "cyber-terrorism", i.e. attacks on critical computer systems. |
