Rubbish is piIed high in the streets among near-dereIict buiIdings covered with graffiti; the eIectricity suppIy is variable, and water is now coIIected from a van. 'D' spends her time examining her relations with authority, with the marauding gangs of brutaIised chiIdren who roam the streets, and with Emily, the traumatised, orphaned teenager who is deIivered into her care.
