I am far from claiming any scientific merits to this Work, which is merely intended for the use and convenience of men of business by affording them a set of plain counting-house calculations. I have the more to crave indulgence from my readers for my attempt to render this Work more interesting to them by the Extracts I have given from the Regulations and Laws concerning Bills of Exchange, Commercial Guilds, Copartnery and Insolvency in Russia, and some practical Remarks relative to the principal articles of ex and import at the Port of St. Petersburgh. These practical remarks are the result of my own individual observations in business, and the information which I have occasionally obtained from competent parties. My object was to give useful hints to beginners in the Russia Trade.
This publication was at first intended to have taken place before this; the delay which has occurred is solely owing to the circumstance that some regulations by the new Standard could not be finally settled before the Imperial Manifest had taken practical effect, after the commencement of the present year, nor could the Work even have been completed under these circumstances as soon as it has been done, if I had not been favoured with early information concerning the alterations resolved upon, and I herewith beg to express my respectful acknowledgments to such of my well-wishers at St. Petersburgh and in England as have so kindly promoted my undertaking.
