| In this remarkable work Luce describes the often complex relations between legislatures and the law. He then addresses the nature, origin and development of law, representative institutions and organic law as embodied in the U.S. Constitution, constitutional conventions and statute law. Luce [1862-1946] was a member of the Massachusetts General Court, Lieutenant-Governor of Massachusetts and a member of the U.S. House of Representatives.
