Successful and effective flood emergency management requires thorough preparation for a range of flood scenarios. This also includes a well?founded analysis of the flood event itself and the associated emergency management measures before, during, and after the event. Although every flood event has its own specific characteristics and depends on a wide variety of meteorological, hydrological, spatial, and, not least, socio?political conditions, fundamental insights can nevertheless be derived from the respective flood emergency management strategies and measures.
