It would be a matter of con sulting the authorities and of giving a resume of the best current thought on the subject as much as the professional man dare undertake in these days when the demands of others leave little leisure. Unfortunately, I found that the authorities, if they existed, were not readily available. The memory of the evening spent among the index cards at the library of the London School of Economics is still a distressing one. There was nothing left to do but, on the basis of experience, to examine the ways in which business attracts capital to itself. I am only too conscious of the shortcomings of the result but it may act as an incentive to someone far abler and with more leisure to write an exhaustive work on the organization of capital in England. Just as this book went to press, the Macmillan Com mittee issued its report but the publishers very kindly made the necessary arrangements to enable me to incorporate certain of the Committees recommenda tions in the final chapter.
