    PREFACE. The statutes are reprociuced in full without alteration, except that they are pttt in the enacted form as existing statutes instead of the enacting form, and the titles and enacting clauses are omitted. Where a wrong word or an omission occnrs in the original, the correction suggested is put in brackets immediately after such word. The sectiolis of the original statutes are often subdivided into subsections so that, the subject-matter inay be indicated in the index line. The statutes embraced in this Digest are annotated by notes of the decisions of the supreme court in any way construing and affecting them, or bearing upon them or the general subject within their scope. The criminal cost laws given may in some of their general provisions apply to civil as well as criminal cases, but no at tempt is made to give cost laws that apply to civil cases alone. The comptrollers office has nothing t o do with costs other than criminal costs, or other costs expressly allowed against the State. Attention is called to the construction and constitutionality of statutes, wherever it is thought that the suggestioils will be of any value. But no preteilse is made that the proper interpre. tatioi1 is given or attempted to be given to all statutes that lnay require construction, nor is it pretended that the constitutionality of all the statutes is correctly stated, or even attempted to be stated. The construction and constitutionality of statutes cat1 only be authoritatively settled or determined by the decisions d the supreme court, and sometimes even these are overruled. The index is made as fill1 as conveilience may require. Great effort has been made to make it easy to find any and a11statutes. Some familiarity with the statutes and the arrangement of the subject-matters will make it easy to find the law on any subject by turning to the body of the statutes jn the book, where the subject inclex line of each section and subsection will conveniently indicate what is sought to be fpund. These laws are numerous, and are scattered through more than fifty years of legislatio a n d judicial constrt ction t hey are administered . by Inore officials than are all other laws coml i le d y et tttltil now they have never been gathered into convenient form for ready reference-a form affording easy opportunity for intel ligent interpretation and never until now has there been tnade a. careful and consecr tive attempt to prepare a complete in dex to all the financial laws of the State and a reference to the. many judicial decisions concerning them. Thinking that such a compilation as this would be of great assistance in lessening the labors and making uniform the application of the laws by the various officials who have t o do with the public revenue, and, therefore, of much value to the State as well, I have had this volume prepared. As evidence that the work has been tlorle ably, thoroughly, and well, it is only necessary to say that it has been clone under the personal supervision of R. l. Shannon, Esq., of the Nashville bar-Tennessees most gifted law editor.
